Instead, knowing that AGY may get the permit overnight and it would then fall onto a public holiday and the Easter break and things being rife for speculation and everybody going off "Why weren't we told?", he's nipped that right in the bud, and pre-emptied it all. This allows the market to draw it's own conclusions. Let's see what happens today.
