That means exactly what it says.
Some other mining operations also take several years, and far longer than they originally anticipate, to receive required permits/approvals. AGY is not unique in this process being protracted, not by a long shot.

I previously asked you, specifically, what is your yardstick wrt these types of projects and timeframes. Your response was “what the company says”.
This highlighted a fundamental failure in your expectations management and, more broadly, a poor awareness of the industry. That, in turn, highlights why you are so shocked at the various delays and issues that the company has experienced, and subsequently, so disgruntled with the carnage to your capital invested here.

I’m still waiting for the big crash when the targets aren’t met this qtr…. Oh dear, that FUD being spread by the three musketeers didn’t age well, did it?

But while you're asking this question, I should point out that AGY is down >30% in less than two weeks. Clearly you haven't been paying attention if you're still waiting for a "big crash" that already happened. A 45% rise is needed from here just to get back to where it was two weeks ago.
