I think the layout of the announcement makes a lot of sense - they have not buried the current issues they are working to fix!
1. Get the 2,000tpa plant operating at capacity as a matter of priority as this will lead to OT agreement + funding.
2. In the background they're doing what they can to prepare for 10,000tpa expansion works (great).
3. The 10,000tpa EIA expansion approval is out of AGY/Puna's hands, but things are moving in the right direction (yay).

JZ said it himself: “The Company is prioritising works to achieve continuous production operations at our 2,000tpa lithium carbonate operation.."

Transparent announcement IMO.
