You don't seem to understand the chart.
AFIACT:
The start (LHS) of each dark blue bar represents the planned start date; whilst the end (RHS) of each dark blue bar represents the actual start date.
The dark blue bar therefore illustrates the delay.
The point clearly stands that delays are par for the course.
That is the clear message.
The big dogs are no different.
Oh, and if you want to try to assess ramp up times, that's fine but to "compare" to AGY how about apples v apples using the "huge number" of greenfield Li brine examples...?
