I'm not sure I'd describe it as luck; I think misfortune is more appropriate. After all, they've been developing the engineering for Stage 3 based on Stage 2, and now they've realised that Stage 2 doesn't work, so they're back to the drawing board for the Stage 3 engineering.
That's a lot of wasted time, money and effort over the last 12 months or so trying to "fast track" their development, and buggering it up (again).
Measure twice, cut once comes to mind......
