Of course number matters! But that is not the point, the point is that things like your target number, what technique you use for your measurement and what is the intrinsic noise of the test matter.
If they stated that their test resulted in a concentration of 99.743±0.005 and the third party measured 99.521±0.005 then I agree with you the difference is measurable and meaningful.
But that is not the case and I am happy with the new results!
