It could work the other way sylica in that RIO involvement could expedite things also given their decades of experience - one just can not buy that decades of experience and the critical benefits it brings. They may strategize the rutile production for project commencement - stockpile all high grade graphite tailings for further processing as demand arrives - end users have quantified the products and signed binding supply agreements. Much the same Iluka did in stockpiling their high grade tailings of reo's for which they are now looking to process/refine.
