Jay Claytons doing at the end of his tenure was done to bring clarity to xrp as not a security. The case is being fast tracked for early Feb iirc. Accumulation time for xrp is now. %90+ of xrp trading, ODL, et al is outside the US. All other finance centres (UK, Japan, Singapore, etc) already classify xrp as a currency (as has FINCEN, DoJ, Dept of Treasury in the US).
The xrp war chest that Ripple have (the ~45 billion escrow) may also come into play somehow...
After the smoke clears it would be expected the ramp up of xrp value will carry across to NOV.
