If you look at the picture on their facebook page with the prototype their holding, looks like the person holding the phallic object has girly hands. Which indicates a palm width of about 10 - 12 cms, that would mean the base of the roam-e is about 20-25cms with the blades sitting on top to be roughly 12-15cms. This would indicate yes it would be roughly 40cms all up.
They may of meant that the base of the roam-e was the size of a 600ml bottle without taking into account the propellers on top
