They specifically reference they can seek avenues of debt funding and/or offtake funding so we shall see. A bank may be comfortable to lend that sort of money when it can be repaid in 7 months... even if they charge a higher rate.
Plus any CR is not imminent, it might be 12 months away yet and a lot of water will go under the bridge before then.
