The only thing I can think of Fluff is they had approval to go to 19.9% prior to last years SPP and a few other stock placements in 2014 - So there are now more shares on issue so they possibly need to specify the number of shares they will be holding not just the percentage ? Im stretching my memory here but way back when they reneged on their $3.90 placemnet prior to NAAIL coming on board I thought they had FIRB approval to go to 30% - could be wrong but thats my fuzzy recollection.
