They are talking out their butts - as you say the IPO market is okay at the moment, and Cu and Zn prices aren't too bad. They either have had an epithany about metals, or possibly they have become more realistic about a possible trade sale to existing mining industry players. They might have also realized that the sum of the parts is worth more than the whole so may be entertaining offers for some parts of Round Oak, maybe they want to get them sold off and then re-try an IPO later on?
