I am sure you are aware of the many rules ASX has in place regarding what a company can and cannot do.
There are rules binding CR's as well.
Hence, RXL cannot just issues as many shares as they want and try to raise more money. There is a threshold to how many shares they can issue, without having to go to a vote from share holders to get approval.
So, RXL could 'ONLY' raise $4m because that is probably the capacity of share they can issue without seeking shareholder approval.
