I think the term 'unhinged' comes to mind. She has insulted the CA three times. She accused them of taking bribes, then she basically said they don't matter with her appointment anyway, then she tells them that her time is more important than theirs because she wants to go away prior to proceedings, then she flips out and has a go at one of the people she needs the most to get the job.
Dont even mention the fact that she does not make sense and thinks you can say what ever you like and it will come true.
It has also become blatantly obvious that she is anti mining at every turn. She is not doing what her job requires at any level.
Duterte will regret giving her that job for any length of time. if she stays and implements her agenda, the govt will get sued big time for a lot of money.
