Bougainville legislation have given too much power to the land occupants. They have buggered the whole 300,000 society for the benefit of relatively few.
Nevertheless the govts will still get this one, due to the immense size (1.5 billion tonne) over the line and with RTG being the project managers / investment consortium.
BCM has far too much baggage and far worse than that - thousands of bloody deaths on their hands
