But i guess you're right in some respects - without knowing the mechanism of action for the treatment, it's kind of hard to point conclusively at what caused someones death after they've been injected with it. right?
But regardless. what's being proposed here is that insurance companies stump up $135 000 000 every year or failed treatments.
