The aim is to make sure the drugs will reach the patients. That will be ensured by being 51% in control when partnering for one or a group of drugs. But as we know, if a t/o offer is too good to be refused then hey will accept it and start all over with a new comp by licencing other City of Hope developed techs or by improving current IP.
