It is referring to a facility iset up by a company such as leveraged equities- they provide the margin and the owner (ie Jp morgan or citi) provides the AJM shares for borrowing . Hence if margin no longer avail for either borrowing lending or buying it can't be shorted in that way. Anyway, time to move on, bigger fish to fry (and dogs to kick).
