As AVZ is also suspended, I believe it has more to do with the suspension, but FFX may also have failed to meet the market cap criteria, but AVZ surely met the market cap criteria. These indices are used as benchmarks for the funds that usually are inclined to include all the stocks of the index they are trying to match. If a stock cannot be traded for an extended time, it is hard to use it in the benchmark.
