CAN begin vs WILL begin are two totally different scenarios.
This announcement has no time frames included, which is surprising.
If Mgmt had a clear path or schedule, they would have announced it. Until then, it's a guessing game of when they are going to start, and how long it's going to take. It could be early 2022.
I wouldn't think the market / big investors won't budge until there is clear direction.
