Very important to understand that there is a negotiation process being undertaken. One that should not come as a surprise to anyone. @yanlin nails it when he says "But, it's not for you. This is a message to the bidders"

IMO this announcements primary objective is to officially show the "bidders" that GXY are willing to let them into the project if they bring the "right stuff" (cue youtube link). But we in no way require their assistance, so best get serious with those offers... ie here, have a little more negotiating time... and come back to us when you've run your numbers again... seriously.
