Well at last we are reading and citing the same page, but we seem to have disagreement about the DOUBT.
The Administrator uses the word "expected" not "WILL".
Revised documents just seem to keep flowing.
I guess he is just covering all bases.

We could each set up a successful law practice and litigate, litigate and litigate till DCM is broke.

Time will tell who is right and we would both get rich !
