Whilst I don't think they are in any hurry for the full take over its an easy and cheap way to take further numbers. I doubt they will save much in these days of electronic notifications etc. They are spending up to $300K to save how much??? I don't think you will see much difference on the 5Bs. Its just the remaining holders being starved out so to speak.
