As for production, it's probably not a massive factor given that it's a wet plant. Dispatch might be another story, as filling trucks in muddy conditions with wet dirt is probably a logistical nightmare.
Customers probably don't want wet dirt either as they would then probably have to leave it out to dry and don't want to pay to truck an extra 1000L of water.
Not sure if they have a limit on moisture content within the industry over there. Probably not for safety, but at least cost reduction they might.
