NTL already reaffirmed that bulk sampling is paid for, ahead of target and below budget.
They seem to have initiated this SPP on the basis of expansion of their plans. Look at the list of uses for the SPP funds, pretty obvious they are looking to make dollars on the cents with the SPP.
Look what they did the with the last rights issue money, turned it into megabucks.
Charbel Nader isn't a small cap kind of guy - look at his previous projects, they clearly have lofty aspirations.
