The permit they have, if I understand correctly, is limited to them driving a test rig around Muchea, and doing better sampling than the previous hand auguring (Cinnabon's words at the AGM). It probably allows for a limited number of small area sites for the rig in some fashion.
In order to clear large areas suitable for sand extraction, they would need a full-fat, multi-hectare, vegetation clearing permit, and there's no indication we have one of those for Muchea - that would form part of the long drawn out process we are seeing at Arrowsmith. And given 'bon's comments about not lodging multiple applications, he's probably compelled to sit on that till Arrowsmith resolves itself.
