You are mistaken. This is the regional government of Extremadura, not the central govt of Spain (which btw supports the project if it has social acceptance - which surveys shows it does).
this is the same authority which rejected the permit a few months back - and so to me - I don’t see why one would have expected another decision from these same people today.
courts is what matters - and they have good legal case.
