I read this as the government has changed a law to permit the extraction in one specific area on the site, exactly where they want to put the plant, supporting the underground mine.

this is massive, it clearly shows the government and dotting the I's and crossing the T's progressively so this can get approved.

the other key part in it is the timeframe noted for questioning, be good to see if anything raise in the next 10days, that will give even more of a taste of where this is at. which I think which just be more positive
