Not sure about todays resulting price movement....but possibly because of the lack of transparency in regards to explicitly everything they need to do to get this ticked off and going - always seems to be some other 'thing' they need to do, that doesn't translate well from Spanish to English, leaving everyone scratching their head as to exactly what it means. I've given up paying close attention and am just waiting now.
