Only guessing but if the have given the green light to all major contracts they have made the Final Investment Decision and on the question of Cairns the operator is acting on behalf of the JV therefore it can not execute the contracts without the approval of all the JV partners, we saw this last year when WPL was waiting on the approval of one of the partners before it could lodge the application with the governement
