Imo, didn't get seriously onto organising finance until Aug (6 months out from scheduled FID) which is when Paris asked for final submissions. Imo, a settlement option was offered soon after but someone was too greedy or had a big ego which was promptly deflated in response imo. PC was right, and warned us (on many other issues as well), that Paris decision won't be until the new year but FAR disputed that view. And then the scramble for a CR before the decision. It stinks imo.
