    Here's a speculation:

    CTP receives confirmation from STO they want to exercise Option (pleasing exploration results)
    CTP realize this is not contained in IER
    CTP rushes Scheme with IER quicker than planned
    CTP releases STO news formally after IER released

    If you are hoping for an update to the IER, I would not recommend holding you're breath!
