The only ones who don't have access to phones and its services are the super poor, people who earns single digit $/day. Cables and mobile towers are the cheapest way to get comms going and satellites are going to be more expensive because of physics. How on earth are the poorest of the poor going to afford mobile plans? Poorest poor make some of the worst customers, which is why companies very rarely cater to them.

What's cheaper a 200 nano satellite constellation for lets say $300M or running fibre, copper around all the African, Asian and central American equatorial countries?

It is naive to think that technology will never be available to the poorer parts of the world.
