because of phone how networks operate. unless is a sat phone it will go by terrestrial towers or cable. if its not international the switvh will finish the journey by way of tower...remember computers decide the fastest and cheapest route and tower to ground station, to satelite to ground station to reciever is not cheap or fast. which then leaves international calls on standard phones.... which go head to head with submarine fiber.
