Nope, I think for starter, it is another non-exclusive reseller MoU that, in my understanding, is not too dissimilar to the agreement that SAS signed with global-sat and other ones prior, all obligation free. Personally, I think it is ludicrous that SAS would even sign reseller MoUs in the first place. In my view, all the reseller agreements and MoUs signed so far are nothing but vanity instruments. What SAS needs is a commercial offtake agreement with carriers. SAS plans to operate communication infrastructure so it needs business customers a.k.a carriers to utilise that infrastructure and pay. Where is the relevant agreement? If I remember right from one of the podcast, Meir himself said that SAS is B2B and they are not going to deal with end user customers themselves.
Another thing, the company was established in 2018 (how convenient!) with, as far as I can tell, almost no digital footprint anywhere. To quote:

Try searching, PT Titik Temu Solsindo, website, facebook, addresses, etc. I don't know about you guys but I do not believe that CTN is a company worth mentioning or to bother signing agreements with. I think this is not the first time that SAS has signed and announce agreements with what I personally believe to be random, unverifiable companies. Look at Universal cyberlinks, etc...
Also I find this interesting:
