Lots of angst in this thread sometimes
It will take a bit of time and lots of money to have a constellation working. I wonder how staged the constellation construction might be? Would you get 50% of optimal coverage with 100 sats? Maybe.
R&D and device design and manufacturing is slow. Solving hard problems takes time and staff costs. I prefer running with a lean Dev staff. Because when I did a company with 6 engineers could pull off contacts of 20M. Lean is cheap and avoids complications and if you have a gun team it's such an amazing thing. But it takes time. I imagine the team thinks carefully about every dollar they spend. It's an Eng. thing
