the google hasn't got it clear for the following two important sentences:

"Chinese government in the past few non"Chinese companies to provide financial support for the construction project."
- Chinese gov. rarely financed non-Chinese companies' construction projects.

"The shrewd old China believes that supporting infrastructure construction of the project in case China does not participate in part of the mining project."
- ..... China won't suppot the infrastructural construction without participating in the mining part.
