I would much prefer PAN build a solid balance sheet to deploy capital for future production ramp up - You shoud see this built into the share price with better returns than a dividend that ultimately needs to be shared with a register circa 2 billion shares.

To that end, dividends down the track will be a bonus

if you want dividends , plenty of miners like bhp paying them , just sae mine just on 2 bucks a share
