Yes, 'both parties need to agree to restart of the carbonate plant at NAL or any other plant At a different location', but if PLL disagree with the downstream chemical processing ideas, the offtake agreement will be void. It is like a situation where both parties' best rewards are to jointly develop a chemical plant.
