IMO I think it's just impatience. Since CLQ hinted at an announcement on water 'around the end of Q1 2015' , so it was in a holding pattern for a long time waiting for the SIRDI update.
I'm surprised it actually didn't fall further earlier since with small caps people are generally not willing to wait. All in for a quick buck. But that's my take on it all.
Patience will prove to be the most valuable asset.
