    Sorry, I disagree with you on this one. Terms for a project would only be agreed upon once a project has been selected and scoped out to the nth degree. Too many variables, companies want (need) to define risk and responsibility. Especially with an international project. Especially in China.
    If by 'terms' you mean 'a mutual, non-binding understanding between two organizations' then I think that you would be closer to the mark.
