It doesn't work that way... if CUV was at $20 probably a lot of folks would sell out. But when a price has dropped continuously for so long it's much harder to just sell. It's better to just put on the bottom drawer and hope that one day you can get out with a profit.
When the price keeps falling, it just makes it harder to sell. Versus a SP that rises makes selling and getting out easier to do.
