Come to think of it, it's a bit strange that they need location data to do a lookup of your ID/number plate.
That said, they are probably using the location data to better enhance onsite shopping experience and get more insight on foot traffic for retailer negotations etc. Lots of insights to be gained from foot traffic heat maps.
Also, I would totally turn on location tracking voluntarily if it meant I could use the app to find the bloody store i'm looking for when shopping lol.
