Your "per se" more than likely mean the market lumped EPY into this BNPL sector anyway. It's just smart strategy for a global giant to offer the low end and up this to the recommended price than start at the recommended price and up this to the high end.
This give them the option if they want to make certain of a YES vote, they will up the bid to 27c after the NO vote since this would be a good strategy to use for the holders who didn't initial consider the YES vote even at 27c.
