What are the chances of the acquisition of ADBRI coming to fruition?

The reason I ask is that if it's basically a dead certainty, why isn't the current share price nudging $3.20 rather than sitting at $2.99 at the moment?

Looks like an easy 21 cents per share to make for anyone buying more shares and prepared to wait until the scheme is fully implemented in a few months.
