I've operated a few systems just like this, looks fairly standard to me. A probe continually measures the turbidity after picking up from the sludge collector and the PLC activates the floc dosing pump if above the set point and perhaps adjusts the flowrate of the VSD to allow settling while dosing.
Thanks for that, I haven't read as far back as 2017 yet however it's on my todo list.
