IMO, it means sweet FA. More wolf warrior diplomacy that will only lead to long term pain for China.
They’ve already raided most Asian countries for scrap iron already, and implementing any export tariffs will kill off part of their current steel industry.
Im sure other countries will pick up the export market for the products they’ve placed tariffs on. India probably best placed IMO.
