The Tailored Origination Strategies I believe you are reading incorrectly:

"financing GAPS (Market failure)" as you state is not a failure of the company and its ability to get funding. Its  the "MARKETs" GAP in failing to recognise, by its own lending criteria, and NAIF role is to walk through (in this instance AUZ) to see if rigorous scrutiny will see AUZ to be viable.

NAIF do not lend to basket cases as you hint at. Chapter 2 states "NAIF’s operations are also governed by other Commonwealth legislation including the PublicGovernance and Performance Accountability Act 2013 (PGPA Act)." So AUZ has already progressed and as such are de-risked in the eyes of NAIF.
