Certainly appears that they were happy to take the product but not put a cent into its development. Indicates two things - one that they are currently happy with alternative supply options, and, two, that an investment in the project does not meet their DD/viability criteria (in the way that, for example, the Tianqui lithium project did).
No surprise, as we've known all along that the project's metrics are marginal - hence the need for the supplementary BFS (which hardly improved those metrics). This decision by SKI - and the continued lack of funding success - merely confirms it.
