Obviously, the " were there to emphasise that that was the word I used rather than, for example, "Executive Director"!
The announcement leaves no doubt - along wither her salary - that she was an Executive.
But really, all this is splitting hairs. The reality is that two senior people, appointed with great cavalcade, have left the building in quick succession because there is no reason to stay.
